Thousands of Danish pupils celebrate the Danish Constitution

The aim of GRUNDLOVSFESTEN is to spread knowledge of the Danish Constitution by involving students in the celebration of Constitution Day. By celebrating the Constitution once a year, the aim is to increase students' democratic confidence and awareness.

The celebrations will take place over four years - from 2024 to 2027 - and Analyse & Tal will evaluate the project after the first year in order to help the project achieve its goals.

How we did it

The evaluation of GRUNDLOVSFESTEN has several strands.

Firstly, we are carrying out a qualitative analysis of the parties in a number of schools. We observed and participated in parties at four schools. In addition, we interviewed students, teachers and school leaders at a number of schools. In total, seven different schools - ranging from a home school association to public, independent, private and boarding schools - took part in the evaluation.

Secondly, as part of the evaluation we have developed a theory of change. In short, this is a structured way of creating an overview of the activities and mechanisms that the project uses, as well as the goals and objectives that the project aims to achieve.

Thirdly, we conducted a representative survey asking Danes about their knowledge and views of the Danish Constitution. By comparing with similar data from 1999, we will be able to see the development over time. The survey will map the Danes' relationship to the Danish Constitution.

Here's what we found

In the representative survey, just over half of Danes answered that they have read all or parts of the Danish Constitution. This is an increase of about 65 per cent since 1999.

However, only 7 per cent of Danes associate the celebration of Constitution Day with festivities. Almost no one associates Constitution Day with activities for children. Even though about one in four Danes associate Constitution Day with Denmark's national day, there is still a long way to go before the day becomes a real celebration in the eyes of the Danes.

Constitution Day celebrations are already seen as a fun idea in schools. Although it is difficult, pupils are involved to some extent in planning the celebrations. Some schools actively try to make the day special by creating ritual gathering points - this can be done by hoisting the Dannebrog together or by inviting people who are not their own teachers or classmates to speak. By including cake or ice cream, the day will also be seen by the pupils as a real celebration.

If the celebration of Constitution Day is to be a lasting success - and further develop Danes' democratic self-confidence - it is important that it becomes an established tradition in schools. Today, it's largely the work of a few individuals who take the lead in organising a celebration. Some schools have established partnerships with constitutional associations, cultural associations and sports clubs. In this way, links are established between schools and local civil society that can help to consolidate Constitution Day celebrations as a lasting tradition.
